Thomas Hoepker est né à Munich en 1936. Il a étudié l'art, l'histoire et l'archéologie, mais sa véritable fascination était la photographie. Son grand-père lui a offert un vieil appareil photographique à plaques pour son quatorzième anniversaire, ce qui l'a incité à expérimenter la photographie. En 1960, avant d'avoir pu terminer ses études, il a été embauché par le magazine Münchner Illustrierte . Il a continué à travailler chez Kristall jusqu'en 1963, puis a rejoint le magazine Stern en 1964.
